Health is a human right. Article 28H of the 1945 Constitution states that "Everyone has the right to live in physical and spiritual prosperity, to have a place to live and to have a good and healthy environment and has the right to receive health services." Furthermore, in Article 34 paragraph (3) that, "The state is responsible for providing proper health service facilities and public service facilities." This article implies that everyone, including persons with disabilities, has the same right to enjoy optimal health services.

Based on data from the 2019 National Socio-Economic Survey (Susenas), the number of people with disabilities in Indonesia is 9.7 percent of the total population or around 26 million people. People with disabilities often experience discrimination in everyday life, including in receiving health services. Currently, the tools provided by the government are still limited to certain types of disabilities. Of the 26 million people with disabilities in Indonesia, 31 percent, or 8 million people do not have health insurance. Even though they are a vulnerable group that needs health services the most because of their specificity in getting routine services. Not only is there a shortage of health workers, but there is also a lack of knowledge of health workers in understanding the needs of persons with disabilities. For example, health workers don't understand how to communicate with deaf people so patients can't convey their illness complaints to the fullest.

Therefore, to commemorate IDPD and HRD this year, SCORP CIMSA will hold a LIGHTED (Walking Together with Person with Disability). LIGHTED activities are held offline and online. The offline activity was a ground campaign at the SLB Negeri Jember on 2nd December 2022. The Ground Campaign was held by inviting SLB Jember students to color and play together. A total of 30 students participated. The activity closed with a photo activity.

Before holding a ground campaign, pre-activity training was held on December 1st, 2022. Anita Kurnia Ilahi (Chief of Departemen Sosial Rumah Disabilitas) is a speaker at the pre-activity training. We also talked about “hak untuk sehat, bukan sehat untuk hak” with RRI PRO 2 Jember radio, with Afna Amalia and Nadhia Nur Fadhila (Member’s SCORP CIMSA UNEJ) as a speaker. Overall, the LIGHTED (Walking Together with a Person with Disability) activities went well.
